Ukrainian President Volodymyr Zelensky Declares He Lacks Explicit Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
